Bridge mode xfinity

I've had a comcast modem in bridge mode for 20 years. I know how it works well and I am an IT professional that does networking for a living. My bridge mode stopped getting a public ip/ipv6 address and is instead giving me a private (10.0.0.x) address which is unusable. The folks on the phone are useless - reboot/reset/replace is their script.

I am testing this with a wn7 computer directly connect to the Netgear ( comcast modem). I have the Setting ( in windows ) set to obtain info autoomatically. on both the IPv4 and IPv6. I tryed cloning the MAC adress of the Netgear in to my router. that does not work. Just wondering if the Netgear firmware is blocking IPv4 when in bridge mode.
